Every goal gets a weight — how much it counts toward the overall alignment score.
Ratings are 1 (missed) to 5 (exceeded) against each goal.

Alignment score = the weighted average of an employee's ratings across goals. Reward share = each person's (alignment score × salary), as a fraction of that total across the whole team — so the budget always divides up completely.
